Things to Know about Trump’s Nominee for Secretary of Transportation, Sean Duffy

The Secretary of Transportation is the head of the U.S. Department of Transportation (DOT) and plays a critical role in overseeing and managing the nation’s transportation systems. This includes highways, air travel, railroads, maritime transport, and transit systems. The Secretary is responsible for ensuring that these systems are safe, efficient, and accessible, while also advancing policies that support the economy, sustainability, and public welfare.

The Secretary of Transportation is a key figure in shaping the future of U.S. transportation policy, often balancing priorities such as safety, innovation, environmental sustainability, and economic growth. The position requires expertise in logistics, infrastructure, economics, and public policy, as well as an ability to work across various levels of government and the private sector.

The current nominee awaiting confirmation is former Congressman Sean Duffy. As Secretary of Transportation he will play a critical role in shaping the logistics industry for the continental transport of goods within the United States.

What do we know about Duffy and the future of the DOT?

We know he was a republican congressman from Wisconsin. While he is identified as a republican he claims safety is a non-partisan issue and plans to proceed with a non-partisan approach saying “The projects that we have talked about aren’t partisan. Infrastructure is not partisan.”

But just how might his republican views affect his decisions? Pew research polls report that a large majority of republicans across the country associate republican voting with smaller government, less federal programs and decreased federal regulation. The hope then, is that Duffy will prioritize safety but do so with less red tape and over-regulation. We see this in his backing of a 2018 petition from the Owner-Operator Independent Drivers Association (OOIDA), which requested that small-business truckers be exempt from the mandate requiring the use of electronic logging devices (ELDs). Although that request was denied Duffy’s track record shows he is looking for more win-win situations.

We should expect him to create programs that are powered by competitors in the private sector, perhaps incentive based standards but not at the cost of safety.

In a press release last week from the US senate committee on commerce science and transportation, the OOIDA wrote “Mr. Duffy’s previous support for small-business truckers indicates to us that he will bring the right perspective to the role and work to ensure that DOT’s actions reflect the priorities of America’s professional drivers.”… “Mr. Duffy recognized that regulations should not be one-size-fits-all, and more importantly, that Congress and federal regulators should provide relief to small businesses when regulations have significant costs with little to no benefits.”

Will autonomous trucking displace human drivers in the name of safety?

Autonomous trucking companies have touted the technology as a way to improve safety. However, concerns about the readiness of technology and cybersecurity have been raised by safety groups, the trucking industry and others. Duffy said he would encourage innovation but always prioritize safety.

“Transportation is entering an extraordinary new era,” Duffy said. “we are in a global race to out-innovate and out-compete the rest of the world. If confirmed, we will craft clear regulations that balance safety, innovation and cutting-edge technology. But I will always focus on safety.”

We shouldn’t expect autonomous vehicles to replace driver jobs, however their safety innovations could allow for flexibility in Federal Motor Carrier Safety Administration (FMCSA) regulations allowing drivers to stay on the road safely for longer periods of time. This approach would be focused on improving transportation timelines and decreasing costs without compromising safety.

The Infrastructure Investment and Jobs Act was passed in 2021. Duffy said that under the Trump administration, the DOT will continue to prioritize rebuilding the nation’s roads and bridges. President Trump has emphasized investing in the rebuilding of our nation’s crumbling infrastructure. He asked Duffy to focus on big, durable projects that connect our country and people. If confirmed, Duffy says he  “will work to reduce the red tape that slows critical infrastructure projects, ensuring funds are spent efficiently.”  The DOT’s budget request for FY 2025 includes funding for the National Airspace System, the National Highway Performance Program, and the Highway Safety Improvement Program.

Where can we expect Duffy to start if confirmed? During his confirmation hearing January 15th, he said his first trip as transportation secretary would be to the damaged interstate highways of the Appalachian mountain regions in Tennessee and North Carolina. Flooding from Hurricane Helene has caused significant and critical damage to these major interstate roads as well as innumerable connecting bridges and roadways.
